Raster graphics

I'm not that computer savvy, so I was wondering what raster graphics are. Somebody replied to my designs saying they were raster graphics and I needed to correct that. How do I do that? What I did was, scan my images and fixed them up in MS Paint and then I opened it in Inkscape, adding text and then saved in Inkscape. Then I used an Import Bitmap to make it a jpg so I could upload it to the site. What do I need to do to make sure my entries are correct? Thanks!
